With the estimated cost of 14.5 billion dollars, EPAct 2005 is the biggest overhaul of national energy policy since 1992 by allowing tax incentives comprised of an accelerated depreciation of 60 cents per square foot or the actual cost of the upgrade, whichever is less. This deduction can be taken for the year in which the actual upgrade is completed, prior to January 1, 2009.
